PostalEASE has experienced a few issues recently, and the USPS responded on 2/14, “the ability for employees coming in externally into the PostalEASE self-service application to make any change to their Net-to-Bank and Allotment information was disabled. The functionality shut down externally is available if accessed internally. Employees can still see their current Net-to-Bank and Allotment selections. Every other functionality is available and unchanged. HRSSC also can make these changes for employees through the PostalEASE HR module. Currently, there isn’t a projected date for when this issue will be resolved, but we will communicate back as soon as we are notified.

The Postal Service has had an overall strategy to streamline shipping offerings. The focus of the Postal Service over the past year has been to improve package offerings by improving service reliability, lowering prices, and simplifying shipping product offers. The USPS Ground Advantage service will replace the First-Class package service this upcoming Summer, 2023. The new service will feature two-to-five-day service standards for packages up to 70 pounds.

The ability to update your allotments and net-to-bank via the PostalEASE IVR system has been disabled immediately. As usual, you can still use the IVR system for other employee actions. James Timmons, Labor Relations Policy Administration, will be away for national negotiations with the National Association of Letter Carriers (NALC) from February 21 through May 29, 2023. During this time, Tomica Duplessis, Labor Relations Specialist Southern Region, will be stepping in for a temporary assignment with Labor Relations at USPS Headquarters. Tomica is a member of NAPS Branch 73 – New Orleans, LA.
Tomica’s skills and experience as an LR Specialist and an EAS for over 20 years will aid her in effectively and immediately contributing to assignments that primarily include engaging with USPS management associations.
Tomica will be coming to headquarters on February 13, staying in Washington, DC, for the duration of her assignment and transitioning with James until his departure in late February. Tomica’s detail assignment will end on May 26, 2023.

Cybercriminals pose a threat to postal employees by creating fake websites which resemble LiteBlue. In response to the issue addressed in Board Memo 043-2022, the Postal Service deployed the Multifactor authentication (MFA) tool on January 15. This tool is available to prevent cyberattacks and will provide additional protection for USPS employees and their personal information.
Attached is a draft of a home mailer, which will be sent out in the next few weeks to employees who still need to establish an MFA account. Also attached is an FAQ document.

NAPS Headquarters has been officially notified that all exempt Postmasters level 22 and below and all exempt Station Managers of Customer Service will be entitled to additional pay should the need arise where they are required to deliver mail. These additional pay provisions will be in affect from 12/31/2022 through 4/7/2023.
NAPS has been discussing the issue of Managers, Postmasters and Supervisors delivering mail with the Postal Service since April of 2022. Though the position of NAPS is that EAS should not be delivering mail, in situations where all avenues to deliver mail have been exhausted, should an Exempt Manager, Postmaster or Supervisor be instructed to deliver mail they will receive additional compensation. In September of 2022 the Resident Officers and Northeast Region Vice President Tom Roma met with Postal Headquarters to discuss the issue of EAS being required to deliver mail. This was followed up with the attached letter written by President Ivan Butts on December 8, 2022 (Board Memo 036-2022).
We appreciate the Postal Service working with NAPS in ensuring Postmasters, Managers and Supervisors are properly compensated when required to deliver mail.

Reports have been received from USPS of employees continuing to click on fake LiteBlue websites. This is allowing cyber criminals to steal their usernames and passwords. A limited number of employees have reported changes to their net to bank or allotment changes due to this activity.
The USPS has taken multiple steps to combat this activity through enhanced communications, stand-up talks, working with internet providers to identify the sites as fraudulent, and proactively identifying potential victims. Unfortunately, some employees continue to access the fake websites.
The VP, CISO has recommended and the USPS has decided to disable the external link to PostalEase today, December 29, 2022.
Taking this action will prevent any net to bank or allotment changes to occur unless employees log-in from a USPS issued device in a USPS facility to further protect employees against fraudulent websites. The Chief Information Office is working to expedite the deployment of a multi-factor solution which will prompt employees for a second identification factor, such as a one-time passcode through text or email or through an authenticator application that will be in addition to their usernames and passwords.
In the interim, please inform employees to call the helpdesk at 877-477-3273 for assistance with their urgent LiteBlue needs.
USPS Headquarters is working diligently to resolve these security issues and enable LiteBlue to be available ASAP.

Responses to the concerns are as follows:
Does the travel card hurt your credit? The account will be reported to the three major credit bureaus after 121 days past due if the delinquent balance is not paid in full.
I’m purchasing a home and I’m not supposed to open any new credit cards. How will this affect it? The Postal Service does not participate in credit worthiness, anyone that applies for a travel card will be approved.

When signing up new members, we continue to encourage mailing the original Form 1187 applications to our office address listed at the bottom of the form. This is the best way to ensure a suitable application copy for processing. That said, in an effort to provide multiple avenues for submissions, we are launching a new email submission option.

NAPS Executive Board Members,
NAPS HQ has been in communication with the US Postal Service pertaining to the S&DC’s (Sorting & Delivery Centers) initiative. Sites selected by the Postal Service are chosen on specific criteria. Currently the following sites have been chosen meeting the criteria:
Mid-Hudson Processing & Distribution Center (P&DC)
Utica Processing & Distribution Facility (P&DF)
Southeastern P&DC
Kalamazoo P&DC
Gainesville P&DF
Athens P&DC
Columbus Main Office
NorthPark Station (Topeka)
New Castle P&DF
Bryan P&DC
The intended implementation of this project was set for August 27, 2022. We have been informed the sites, with the exception of Athens P&DC in Georgia, will not be ready for full implementation by the projected date so therefore will be held off until after election season, peak season or when all aspects of the operation will allow, whichever is later. The Athens P&DC is scheduled for full implementation in late September of 2022. NAPS has been informed that it is likely additional carrier routes may be added to the delivery zones that will be involved in this project.
The NAPS Resident Officers have expressed questions primarily regarding the staffing for these facilities pertaining to Supervisors, Managers, and Postmasters. NAPS has been informed no decision has been made pertaining to the number of non-bargaining employees.
It is our expectation that the implementation of the S&DC’s which is part of the Postal Service’s 10-year plan will allow Postmasters the ability to reconnect with the community they serve therefore re-establishing the prestige of the position. Also, NAPS expects and will advocate for no movement of supervisory or other managerial personal until these new facilities are properly level set to the new processing operations.

The National Association of Postal Supervisors (NAPS) has been receiving calls concerning the USPS notification to end the Modified Pay Provision for EAS-18 and above, issued on April 19, 2022, which is 11 days post the expiration date of April 8, 2022. The modification was also terminated prior to correcting all pay processes and issuing PS Form 50 to the EAS with the proper FLSA designation for EAS 18 and above that were previously FLSA Exempt.
NAPS is requesting that in good faith the Postal Service maintain the Modified Pay Provisions as established during this COVID 19 pandemic, until such time that all pay processes have been returned to pre-Modified Pay Provision status and all PS Form 50’s have been reissued with the proper FLSA designation for EAS 18 and above that were originally FLSA Exempt.

The annual leave exchange program for FY2023 remains at 168 hours as per the 2020-2023 NAPS/USPS pay agreement.

The Postal Service has decided to align its face coverings with the national changes based on the number of confirmed COVID-19 cases continuing to decrease across the country, state, local and tribal jurisdictions that have revised their pandemic mitigation measures and have stopped their mandatory face covering policies and social distancing practices.
Effective immediately, the Postal Service will no longer require any postal employee to wear a face covering while at work. All previous Postal Service face covering policies are rescinded.
Employees may continue to voluntary wear a mask or face covering if they are so inclined.

The National Association of Postal Supervisor (NAPS) remains committed to working in partnership with the Postal Service on our established USPS/NAPS Work Study Group.
However, based on the lack of engagement by the USPS in accordance with development of this pay policy, NAPS rejects the USPS FY 2022 National Performance Assessment (NPA) goals, thresholds and scorecards.
NAPS is requesting the termination of the FY22 PFP process and further requests the USPS institute a three percent (3%) salary increase for ALL EAS under the nested representation authority of NAPS for FY2022.
NAPS remains interested in engaging the USPS in the workgroup process to immediately begin working on the PFP process for FY 2023 and beyond.

In a landmark decision issued on February 22, 2022, the United States Court of Appeals for the District of Columbia recognized the National Association of Postal Supervisors as entitled to represent ALL United States Postal Service supervisors, managerial personnel, and postmasters in consultation with the Postal Service regarding compensation and pay policies. The court held that NAPS’s representation extends to ALL supervisory and managerial personnel, regardless of whether the Postal Service classifies them as Field, Area, or Headquarters employees.

The Postal Service has revised its face covering policy for employees and contractors, based on new guidance from the Centers for Disease Control and Prevention and the Occupational Safety and Health Administration.
Effective immediately, all postal employees and contractors who have been fully vaccinated for COVID-19 are not required to wear face coverings, except where required by federal, state, local, tribal or territorial laws, rules and workplace guidance.
Employees may, however, continue to voluntarily wear face coverings, if they would like to do so.

The U.S. Postal Service has declined to adjust the FY2021 rating of four for the NPA, and the 2.5 percent merit increase for all field non-bargaining employees will remain unchanged.

In light of rising cases in the Washington, D.C. metro area and out of an abundance of caution and concern due to positive COVID-19 cases and exposure among members of NAPS Headquarters staff, NAPS Headquarters in Alexandria, VA will be closed until Monday, January 24, 2022.

The USPS proposal would raise both Priority Mail and Priority Mail Express service prices by approximately 3.1 percent, which the Postal Service Board of Governors believe will keep the Postal Service competitive while providing needed revenue.

Board Memo 089-2021: NAPS Statement on OSHA’s COVID-19 Emergency Temporary Standard and Coverage of the U.S. Postal Service
Executive Board,
On Friday, November 5, 2021, the Occupational Safety and Health Administration (OSHA) issued an emergency temporary standard (ETS) to protect unvaccinated employees of large employers (100 or more employees) from the risk of contracting COVID-19. The ETS relies on measures and options that strongly encourage vaccination.
In its issuance of the ETS in the Federal Register, OSHA noted that the ETS applied to the U.S. Postal Service because the Occupational and Safety Health Act—which authorizes the ETS and covers private employers—recognizes the Postal Service as a covered private employer.
Under the ETS, covered employers must develop, implement and enforce a mandatory COVID-19 vaccination policy, unless they adopt a policy requiring employees to choose to either be vaccinated or undergo regular COVID-19 testing and wear a face covering at work. By December 6, covered employers must comply with all requirements other than testing. This includes establishing a vaccination policy, determining employee vaccination status, providing the requisite paid time off, and ensuring that unvaccinated employees are masked. Beginning on January 4, 2022, unvaccinated employees must undergo weekly testing. Any employee who has received all doses of the vaccine by January 4 does not have to be tested.
NAPS has begun its review of the emergency temporary standard, including its impact on the Postal Service and its employees. NAPS has not yet received any communication from the USPS on how the ETS will be rolled out.
NAPS continues to support the operations of the USPS within all laws and rules applicable to the USPS.

As a matter of general interest, the Postal Service recently began testing the use of City Carrier Assistants (CCA), Part-Time Flexible (PTF), and Unassigned Regular City Carriers to pre-load vehicles for city AMS routes. These tests will be conducted for approximately one month at eleven (11) locations—listed in the attached letter from USPS. Please see the attachment for more information and instructions for city carriers assigned to deliver pre-loaded LLV/FFV vehicles.

Board Memo 086-2021: Pilot Test Expansion of Employee Engagement (Customer Connect) Lead Cards Downloaded on MDDs

As a matter of general interest, USPS has recently expanded a pilot test on Employee Engagement (Customer Connect) lead cards to be downloaded on MDDs and used by city letter carriers to the Texas 1, Texas 2, and Texas 3 districts. The goal of this project is to pilot a paperless Customer Connect option, with real-time electronic lead card data being directed to the Inside Sales Group for immediate follow-up with the customer. A survey will be conducted with the participants in the pilot.
Attached is the October 4 expansion notice, including a stand-up talk and MDD Quick Reference, as well as the original notice from March 25 with ten pilot test locations. This notice was previously posted on the NAPS website under “NAPS Correspondence/Mail.”

Please find attached the Structural Engineering Letter as well as the Temporary Certificate of Occupancy/Compliance certifying that the Greater Newark P&DC in Kearny, NJ is safe for occupancy by the Postal Service, with the exception of the area under roof repair. The facility’s roof was damaged during Tropical Storm Ida in early September.
The attached certificate notes the following conditions must be met no later than April 13, 2022, or will be subject to fine or order to vacate: Temporary repairs and protective measurers adequate for occupancy, while ongoing structural roof repairs are made.

The Postal Service has extended the attached memorandum regarding liberal changes of schedule and the use of sick leave for dependent care until December 31, 2021. This policy was previously extended until September 30, 2021. In addition, USPS has also extended various COVID-19 MOUs with the American Postal Workers Union, the National Rural Letter Carriers’ Association, the National Association for Letter Carriers, and the National Postal Mail Handlers Union. These MOUs are combined into one file per union and attached.

Effective October 19, the 120-day limit to serve in a vacant higher-level detail assignment will resume. This policy was temporarily modified on April 17, 2020, per NAPS’ request and extended to October 9, 2021. It will remain in effect until October 18, 2021.
Employees serving on a detail assignment in a vacant higher-level position as of October 19 may not remain detailed in the vacant position past February 16, 2022, without losing their eligibility to be a potential candidate for the vacant higher-level position.

The National Association of Postal Supervisors is deeply saddened by the tragic news of the violence at the Lamar Annex of the Memphis Post Office. We stand in mourning for the lives lost in this senseless act and the devastated families that have been left behind to grieve.
The challenges of delivering America's mail through the adversities of a worldwide pandemic and the ever-changing and demanding conditions of America’s Post Office can be overwhelming at times. NAPS calls for all USPS employees to look for new ways of relating to one another as we seek to continue binding our nation together through mail delivery. We remain in solemn prayer for these families and our Postal family in this time of sorrow.

As a matter of general interest, the Postal Service will begin printing employee addresses on their bi-weekly payroll checks starting with PP 20/2021 (check date October 1). This will help the Postal Service keep current records of employee addresses and enable them to mail final paychecks & supplemental checks directly to separated employees rather than their last known office.

During the recent 2a and 2b RIF EAS postings, approximately 900 EAS-17 supervisor positions were posted in eCareer. These positions went unfilled. Therefore, USPS consulted with NAPS that in the next round of EAS postings that all career postal employees (craft, EAS and RIF impacted EAS) may apply for vacant EAS-17 supervisor positions in customer service, plant, transportation, and maintenance to ensure there is sufficient supervisory staffing prior to Peak Season. NAPS agreed, as RIF impacted EAS may continue to apply for these vacant supervisor positions.

In the spirit of cooperation, good faith, and in the best interest of NAPS members to attempt to achieve a fair and equitable pay agreement, NAPS and the Postal Service have jointly agreed to extend pay talk consultations for 30-days, until August 23, 2021.

It was suggested by a member that with the short 5-day window for responding to the job posting on Monday 7/26/21, that it would be great idea if all Districts could email their EAS employees a list of the jobs that will be posted 7/26/21, along with the link to the online job descriptions. The email could be sent out on Friday 7/23/21. This would help anyone still without a landing spot to start the process of tailoring their eCareer applications over the weekend before the posting opens, especially if they intend to apply for multiple positions. NAPS posed the suggestion above and USPS HQ agreed.
USPS is working to close out the requisitions and process the selections from the Round 1 posting cycle that closed in mid-June. To ensure USPS is able to post all available jobs as a part of the Round 2 posting cycle, they are adding an additional posting resulting in a Posting 2a and Posting 2b. All jobs submitted to be posted by today will post in Phase 2a from July 26-30 and all jobs submitted to be posted by Wednesday, July 28 will post in Phase 2b from August 2-6.
The limited area of consideration for both postings will be all impacted and non-impacted career non-bargaining employees located in the Headquarters, Headquarters related, Area and District competitive areas. This excludes career non-bargaining employees in Post Office, Plant, Vehicle Maintenance Facilities, Judicial Office, General Counsel and Inspection Service competitive areas. By the end of this week, USPS will also distribute communications to the employees involved in the administrative restructuring to inform them of this additional posting. Selections from these postings will be effective 8/14 and 8/28. For general information and support, please refer employees to the Preparing for Change – Employee Support Site where they will find information including timelines, guidance for leading and navigating change, career planning resources, and VER and general retirement information.

For the pilot of USPS Connect Local, small businesses will bring prepaid, labeled packages directly to the back dock of a destinating postal delivery facility. In return, they get same-day or next-day delivery at rates generally only available to large volume shippers.

Attached, please find the USPS final decision letter regarding the FY2021 National Performance Assessment (NPA). Also attached are the NPA indicators (ZIP file) that includes respective descriptions, measurement period, data source and calculation, and data validation process. The FY2021 Scorecard Final EXCEL spreadsheet contains the FY21 NPA targets, weights and depths. NAPS did provide input and recommendations prior to the USPS issuing its final FY2021 NPA decision.
While NAPS does not dispute the Postal Service’s ability to set agency targets. NAPS does dispute when those targets become the determinant of EAS pay under PFP. During USPS/NAPS pay consultation, NAPS will discuss if or how the NPA system may be used in formulating a final EAS pay decision.

On Tuesday, May 4, 2021, NAPS HQ was briefed on the USPS May 3, 2021 Memo Transforming the Postal Service-Administrative Restructure Memo and the USPS RIF Process and Timeline, including the 2nd VER offer and the lifting of the USPS hiring freeze.
USPS provided NAPS with the attached RIF PowerPoint presentation to be shared with the respective May 3, 2021 USPS attached May 3rd memo. Note, the respective RIF Process Timeline PowerPoint includes additional timeline information (slide 3) that was not initially in the USPS May 3rd Memo.
NAPS will be closely monitoring and working with USPS officials during the RIF process. NAPS is committed to ensuring any RIF impacted NAPS members are given every opportunity to be considered and awarded an EAS position to which they are minimally qualified. On April 22, 2021, under Title 39, US Code Section 1004, the National Association of Postal Supervisors (NAPS) received the US Postal Service’s initial EAS pay and benefits proposal for Field EAS employees through May 20, 2023.
Over the course of the next 90 days, the parties will discuss changes to pay policies, schedules and fringe benefit programs covering Postal Service supervisors, managers, support and technical specialists and others covered by the Executive and Administrative Schedule and represented by NAPS. The pay and benefits consultation process is governed by federal law under Title 39 U.S.C. §1004 and permits NAPS to provide responses and proposals to the Postal Service for its consideration before the USPS arrives at a final EAS compensation package.
NAPS is closely evaluating this initial EAS pay proposal. Details of the USPS pay package proposal remain confidential during the course of the USPS/NAPS consultation process. Please share this Memo with your respective membership.

Effective Monday, April 19, 2021, NAPS HQ temporarily hired Allison Portnoy from RP Staffing to provide office assistance as NAPS prepares for the upcoming 67th National Convention this August.
Allison will assist with general office duties, answering phones, preparing membership packets, SPAC pin mailings, assisting with NAPS website and social media, preparing Board Memos, handling NAPS mail, membership address updates, reviewing and verify convention registrations, preparing items for shipment to the national convention, etc. Allison will provide coverage during NAPS HQ staff vacations and will oversee the NAPS HQ office while NAPS’s current staff attends the national convention in August. She has Administrative Assistant experience.
Allison Portnoy is a May 2020 graduate from Ohio State University with a Bachelor of Arts International Studies and Russian, minors in Economics and Political Science. Below is Allison’s NAPS HQ email.

It is with deep sadness that the National Association of Postal Supervisors (NAPS) report that NAPS Branch 42 member Byron "Ron" Ronald Wileman, also known to many in NAPS as “Mr. Dotty”, passed away on March 25, 2021.
Ron Wileman was the devoted husband of Dotty Wileman, former NAPS Eastern Region Vice President. He was a dedicated NAPS member and overall wonderful person. Ron was also known for his great sense of humor with many stories and jokes that made you laugh and sometimes blush. He will be truly missed. NAPS sends its deepest sympathies to Dotty and the entire Wileman family.

Furthermore, the existing seven Area marketing manager (AMM) positions and 67 District marketing manager positions will be reassigned under respective headquarters functions. The District Retail function will be centralized into the Headquarters Retail & Delivery function this upcoming May. These initial changes to reporting relationships will not result in any reduction in force (RIF).

Board Memo 016-2021 USPS HQ Announces Division Alignment, District Restructurings and Limited Voluntary Early Retirement (VER)

Today, the Postal Service notified NAPS Headquarters of Postmaster General Louis DeJoy’s announcement (see below) for a new series of phased organizational changes to improve the USPS ability to implement strategies and drive success by creating three core business functions and centralizing the administrative support functions at the Area and District levels into Postal Headquarters. USPS is further aligning the core business functions into four areas within Retail & Delivery and two regions within Mail Processing and Logistics.
The USPS announcement does not initiate a reduction-in-force (RIF). Over the next two months, the Postal Service will be engaged in specific activities to complete the staffing changes for the final phase of its restructure. The announcement of the final structure and staffing is planned for May. However, as a part of its reduction-in-force avoidance activities, the Postal Service is offering a Voluntary Early Retirement (VER). The VER offering is for eligible career employees who are executive and administrative schedule (EAS-15 to EAS-26) pay scales working in Headquarters, Headquarters related facilities, area and district offices. The VER offering is not offered to employees in the Inspection Service, Vehicle Maintenance, nor any plant or post office employees. The VER offer will not be incentivized. Employees will be notified of these changes through USPS memos and employee all hands meetings.
The Postal Service will provide additional information and details to NAPS regarding these organizational changes, including consulting with NAPS on any potential impacts to EAS positions and active NAPS members. As more information becomes available, NAPS will provide timely and relevant updates to the Executive Board and post the same on the NAPS website—naps.org. It is with deep sadness that the National Association of Postal Supervisors (NAPS) reports that two NAPS leaders have passed away in the past week.
On January 1, 2021, long-time NAPS legislative advocate and member of NAPS Branch 146, Stanley Gold, passed away. Stanley was a true gentleman, but also a legislative mentor, advocate and leader for all NAPS members. NAPS extends its thoughts, prayers and deepest sympathies to the Gold family.
On January 6, 2021, Hayes Cherry, Former NAPS Pacific Area Vice President and member of NAPS Branch 466, passed away. NAPS sends its deepest sympathies, thoughts and prayers to Hayes’ wife, Gwynn, and the entire Cherry family.

The Postal Service and the National Association of Letter Carriers (NALC) have reached a tentative
agreement on a 44?month contract that covers more than 206,000 employees represented by the union.
(See attached USPS HQ Memo).
NAPS and USPS pay and benefits consultation process is governed by federal law under Title 39
U.S.C. §1004. Basically, pay consultations between NAPS and the USPS will begin within 45 days from
when the largest postal union ratifies their national agreement with the USPS. See the respective
Title 39 reference below.
Title 39, Section (e) (1) The Postal Service shall, within 45 days of each date on which an
agreement is reached on a collective bargaining agreement between the Postal Service and the
bargaining representative recognized under section 1203 of this title which represents the largest
number of employees, make a proposal for any changes in pay policies and schedules and fringe
benefit programs
for members of the supervisors’ organization which are to be in effect during the same period as
covered by such agreement.

Attached is a USPS HQ memo from the CHRO to Postal Officers related to the Fiscal Year (FY) 2020
National Performance Assessment (NPA) Unit Mitigation Process. Also, attached is a PowerPoint on the FY20 NPA Mitigation Methodology and an NPA calculator for EAS to validate their COVID
mitigation. This NPA calculator is also on the NPA site to help individuals identify how the
ratings were adjusted.
NAPS consulted with USPS HQ regarding concerns as to how the COVID-19 pandemic was impacting the
FY2020 NPA Corporate/Unit indictors. Per consultation, the Postal Service completed an impact
analysis on the NPA indicators. As such, the NPA Composite Performance Summary on the End-of- Year
Scorecards have been adjusted or mitigated on a national level by the USPS to reflect the
identified impacts.
Please note the mitigation deadline and the fact that additional mitigation requests related to the
COVID-19 pandemic will not be considered as they have already been made by USPS HQ. Share this

Per Article VII, Elections, Section 3 of the NAPS National Constitution & Bylaws, National
President Brian J. Wagner has selected, with unanimous approval from the NAPS Executive Board, Roy
Beaudoin, President of Shreveport NAPS Branch 170 and Former NAPS Central Gulf Area VP, to fill the
vacant position of NAPS Central Gulf Area VP, effective immediately.
Roy replaces former Central Gulf Area Vice President, Cornel Rowel, Sr., who resigned his position
effective October 6, 2020, due to personal reasons. Roy Beaudoin has a vast amount of NAPS
experience as a former National Executive Board member. Roy will serve as interim Central Gulf
Area Vice President until the next NAPS National Convention in August 2021.

The National Association of Postal Supervisors (NAPS) has had the great privilege and honor to have an outstanding Executive Board member in Cornel Rowel, Sr. representing members of the Central Gulf Area. Due to person reasons and after careful consideration, Cornel has elected to resign his position on the NAPS Executive Board. Cornel has submitted his formal resignation letter as NAPS Central Gulf Area Vice President, effective immediately. NAPS National President Brian J. Wagner accepted Cornel’s resignation from the Executive Board.
In his letter, Cornel thanked the members of the NAPS Central Gulf Area for allowing him to serve them as an Executive Board member. He further expressed his gratefulness for the many wonderful experiences, valuable opportunities to learn and grow as a NAPS national officer and being part of our “Great Association”. Cornel wished NAPS continued growth and success in the future.
Per Article VII, Elections, Section 3 of NAPS Constitution & Bylaws, President Wagner will begin the process to fill the Central Gulf Area Vice President vacancy on an interim basis until the next national convention.

Board Memo 060-2020: USPS 120-Day Rule Temporarily Extended to Nov. 15, 2020

The USPS has again extended the 120-Day Rule in Handbook EL-312, Section 743.15, 120-Calendar-Day Limit on Higher-Level Temporary Assignments, until November 15. (See attached).
In a September 4, 2020 letter to USPS HQ, NAPS did not believe it was necessary to continue with the 120-Day Rule exception after September 14. NAPS continues to advocate that vacant EAS positions be posted and filled within 120-days. Please share the attachment and memo with your membership. Due to the impacts of COVID-19 on travel, postal staffing shortages and state quarantine guidelines, etc., some members were unable to take vacation this year. As a result, this created a situation where numerous EAS could possibly lose earned annual leave by the end of the USPS 2020 leave year. Therefore, at the August 2020 USPS/NAPS consultative meeting, NAPS requested the USPS increase the maximum annual leave carryover and annual leave exchange amounts.
USPS notified NAPS that our request was a pay talk issue and would be reviewed separately from the monthly consultative. Per NAPS’s request, the USPS agreed to modify ELM 512.321, Maximum Carryover Amounts with an alternate decision to NAPS’s request. The attached September 3, 2020 correspondence provides details regarding the USPS’s decision to modify its annual leave and leave exchange policy.
In brief, for Leave Year 2020, the USPS increased the maximum carryover by 80 hours. For Leave Year 2021, the maximum annual leave exchange (ALE) amount was increased by 40 hours. NAPS appreciates the Postal Service decision to modify this policy to protect EAS well-earned annual leave during this pandemic. NAPS does encourage active members to take their annual leave for rest, for recreation and for personal purposes. Board Memo 052-2020: USPS HQ Announces New Business Plan

Today, August 7, 2020, the Postal Service notified NAPS Headquarters that a new USPS business plan has been approved by the USPS Board of Governors (BOG). The first part of the new plan involves a realignment of the USPS area organizational structure to focus on three business lines, involving retail and delivery, logistics and processing and commerce. As reported in USPS announcements (attached), “ … [T]hese organizational changes do not initiate a reduction-in-force, and there are no immediate employee impacts.” Also attached is the new USPS organizational chart.
Over the past several weeks, NAPS Headquarters has closely monitored changes in Postal Service operational approaches and surrounding developments. At our last USPS-NAPS consultative session on July 27, 2020, USPS noted that these operational changes were not subject to USPS-NAPS consultation because they fell within the scope of existing policies and rules, even if outside the norm of past practice. That perspective may not necessarily apply to future practices, as NAPS receives additional information from USPS on the business plan and realignment consequences. NAPS intends to fully exercise all available consultation rights on all appropriate matters.
We will continue to keep our membership fully advised on these developments and to make available our resources and assistance to our members. For example, in the deployment of cost-cutting strategies, where EAS employees become subject to debt determination letters for the cost of extra trips or unauthorized overtime, the services of the NAPS Disciplinary Defense Fund (DDF) will be available for members subject to false charges of extra trip or overtime fees. Similarly, the DDF will remain available to represent members subject to disciplinary charges for following proper instructions leading to the delay of mail, missed deliveries, or other grounds.
As the USPS implements the new business plan, it is important that members follow all proper instructions, verbal or written. When NAPS members receive verbal instructions outside postal policies or guidelines, they should follow-up with an email to their manager or higher-level leadership to request clarification. Furthermore, if a member is unsure of an order, be sure to review ELM 665.15 Obedience to Orders, which states; If an employee has reason to question the propriety of a supervisor's order, the individual must nevertheless carry out the order and may immediately file a protest in writing to the official in charge of the installation or may appeal through official channels.
NAPS is committed to the success of the Postal Service. We are also committed to our members’ success and protecting their livelihoods and rights in the workplace. To that end, NAPS will consult in good faith with the USPS and provide postal leadership with input to achieve success for both parties.

between NAPS and the USPS, consultation in accordance with Title 39 did not
occur on this extension. NAPS will not object to this current extension, but has
expressed that all vacant EAS positions be filled to avoid any future extension of
this policy.
In addition, the USPS has extended numerous COVID related union MOU’s until
September 25, 2020. Those specific MOU’s are not attached, but may be found on

The National Association of Postal Supervisors (NAPS) is committed to the safety and health of its members, their families and all postal employees, not only during a pandemic, but at all times. Currently, the news and medical experts are reporting an increase in COVID-19 cases and hospitalizations across many states, including Florida, Texas and California, just to name a few. Unfortunately, the COVID-19 pandemic is not going away anytime soon. We ask members not to underestimate the affects this pandemic can have on their health or the health of their families and with whom they work.
The attached Postal Service face covering guidelines is a reminder to all postal employees to continue to practice social distancing and to wear face coverings to protect themselves during the coronavirus pandemic. NAPS supports these USPS guidelines as they are intended to protect the health and safety of all. NAPS Headquarters is asking all EAS to comply with the USPS face mask policy when on the clock. We want to avoid non-compliance issues of our members that may result in corrective action! But, just as important, we want to avoid any NAPS member, EAS or other postal employee contracting COVID-19, resulting in a serious health issue that cannot be corrected.
NAPS cannot overemphasize the importance for all members, active and associate, to wear face masks/coverings while at work or in the public. NAPS highly encourages not just members, but all EAS, to lead by example and wear face masks/coverings and practice social distancing in the workplace or in public places while on the clock. We further ask that you continue to lead by example, when off the clock, by practicing the same social distancing and face covering protocols.
Again, the COVID-19 virus is still spreading and the daily reporting of new confirmed cases and the analysis tracing indicates that positive tested employees admitted they were not wearing face coverings! Additionally, along with face coverings, the best defense against the spread of coronavirus and other illnesses is to regularly wash your hands for at least 20 seconds. Always cover your mouth when sneezing or coughing by using a tissue or your elbow.
NAPS is very proud of postal employees, especially all active EAS and retired NAPS members for their dedication, commitment and hard work during these very challenging and difficult times to deliver America’s mail or support those who do. On April 8, 2020 NAPS sent to Postmaster General Megan Brennan a letter requesting hazard pay for EAS and additional pay for exempt EAS per ELM 434.143. Attached is the USPS response to NAPS’ request along with a copy of our April 8th letter. The Postal Service has denied NAPS’ request for hazard pay, but temporarily modify applicable pay provisions for a list of Field EAS managers, effective May 23 to July 17, 2020. Please note that NAPS will continue to pursue Hazard Pay via the current Pandemic Premium Pay provisions being sought legislatively for Federal employees, including USPS.

NAPS Headquarters understands that the majority of national convention resolutions are supported and passed at NAPS state conventions. Due to the COVID-19 (coronavirus) pandemic, many scheduled Spring and Summer NAPS state conventions have been cancelled. NAPS thanks those state branches and their respective NAPS national regional and area vice presidents for their action to protect NAPS members and their families against the spread of COVID-19. These convention cancellations may impact how NAPS state approved resolutions may be submitted for the 2020 National Convention.
Though a NAPS state convention may have been cancelled that does not prohibit a NAPS state or local branch, including state executive boards, from submitting national convention resolutions by the July 7th deadline. There is no NAPS National Constitution & Bylaws requirement that requires a resolution be first approved at a NAPS state convention prior to submission to NAPS headquarters for publication in the national convention One Book. In previous national conventions, local branches have sent in national convention resolutions on their own.
NAPS headquarters continues to monitor the COVID-19 pandemic and its possible impact on our upcoming national convention. If a change in our convention is necessary NAPS HQ will advise members as soon as reasonably possible. However, at this time, national convention resolutions are due to NAPS Headquarters by July 7th for publication in the convention One Book. Any resolution received after the July 7th deadline will not be accepted for publication in the One Book. Therefore, the respective branch must submit 1,500 copies of their resolution to the NAPS Executive Vice President at the national convention before the resolution deadline outlined in the approved national convention rules.

Board Memo 019-2020: NAPS National Convention Self-Nomination Committee Request Deadline March 31, 2020 (3/24/20)

As a reminder, the deadline for submitting self-nomination requests for a 2020 NAPS National Convention Committed is Tuesday, March 31, 2020.
In light of the COVID0-19 pandemic and per CDC Guidelines, NAPS Headquarters is currently closed until April 6, 2020. However, NAPS HQ is still safely accepting mail. Furthermore, members may submit their self-nomination requests online at www.naps.org. Therefore, there is no need to extend the committee deadline. However, there is a possibility that committee member selections and notifications may be delayed until the first of May.
At this time, the 2020 NAPS National Convention is still scheduled for August 17-21, 2020 at the Gaylord Texan in Grapevine, TX. NAPS HQ will provide any future updates accordingly.

The Resident Officers received the update below from our NAPS Disciplinary Defense Provider, Al Lum of LRAG, LLC.
Hope that you are doing well. An update on processing Merit System Protection Board (MSPB) appeals and Debt Collection Act (DCA) petitions. Both MSPB and Judicial Offices are closed. Judges and staff are working remotely. Cases will continue to be filed with MSPB and the Judicial Office (electronically). However, cases are proceeding at a slower pace. For example, parties are requesting extensions for filings and hearings are being postponed. The forums are reviewing alternatives for in person hearings - Voom (video/teleconferencing). Judges are granting most, if not all requests. Note, LRAG has not received or seen anything in writing waiving deadlines for filing appeal/petitions.
I will continue to pick-up my mail, don't delay in sending any actions for appeal. If you have any questions or concerns, please let me know.

Attached is a NAPS Newsbreak regarding the Postal Supervisors and Managers Fairness Act (H.R. 6085) that was introduced today by Rep. Gerry Connolly (DVA) and Rep. Mike Bost (R-IL).
Our NAPS legislative team was instrumental in their grassroots efforts to help get
H.R. 6085 introduced. This bill requires the timely start of the consultation process
between postal supervisor organizations and the Postal Service over USPSproposed
changes in pay and benefits for postal supervisors and mid-level employees.

The National Association of Postal Supervisors (NAPS) continues to await DC District Court Judge
Royce Lamberth’s ruling on USPS’ motion to dismiss NAPS’ lawsuit. NAPS and USPS have filed all pleadings regarding the motion and now await the court’s ruling. If the judge denies USPS’ motion
to dismiss, the case will then proceed to discovery, and then to trial.
We hope to receive a ruling on the USPS motion to dismiss later this spring, though the precise
timing is difficult to predict. Our lawsuit is a civil case and is one of thousands of civil cases
before the DC District Court. Under law, federal courts must give priority to the handling of
criminal cases over civil cases. We will be notified through our counsel as soon as a ruling in
our case has been issued, and we will continue to keep you advised of developments as they occur.

On Wednesday, March 11, 2020 at 9:30 a.m., at NAPS Headquarters, 1727 King Street, Alexandria, VA there will be a special dedication ceremony to name the NAPS building in honor of the late Vincent A. Palladino, NAPS National President from 1992-2004.
Among those speaking at the ceremony will be NAPS National President Brian J. Wagner, Executive
Vice President Ivan Butts, Secretary/Treasurer Chuck Mulidore, as well as Jim Stokes, STOLADI
Property Group, Tommy Roma, NAPS Northeast Region VP, and James Warden, NAPS New York Area VP.
There will also be special remarks from Jack Potter, Former Postmaster General, Megan Brennan,
Postmaster General, and Marylou Palladino, a member of the Palladino family. This event is open to NAPS members.

The NAPS Resident Officers were notified on February 29, 2020 by Postal Service Headquarters in a
phone call that a Seattle NDC employee tested positive for the COVID?19, also known as the
Coronavirus. In consultation with the Seattle Public Health Department, USPS HQ has been informed
the current risk in the Seattle NDC is low and that the building in which the individual worked is
safe for employees.
Attached is a Mandatory Standup Talk for Seattle District employees and additional information USPS
HQ shared with NAPS via email regarding this matter. Please share this information with your

Registration for the 2020 NAPS National Convention at the Gaylord Texan Resort is now open. Delegates, Auxiliary, and guests may now register for the 67th NAPS National Convention this Aug. 17-21, 2020. Convention registration is all online and there is no onsite registration.
Please note that a full convention registration gets an attendee access to all NAPS sponsored activities and food events.
However, there is the new Meal Plan ticket that can be purchased for non-registered convention attendees. The Meal Plan ticket does NOT include a grand banquet ticket. A grand banquet ticket must be purchased separately if a full registration is not paid.
Members and guests should read the website carefully to make sure they are purchasing the correct ticket—Full Registration, Meal Plan Ticket, and Grand Banquet ticket. Members can locate the convention registration page on the NAPS website at https://naps.org/About-Us-National-Convention.

NAPS Headquarters is sad to announce that Roger Kennedy, former NAPS Pioneer Area Vice President, passed away on Sunday, February 23, 2020. Roger was appointed to the position of Pioneer Area Vice President in April 1991 by NAPS President Rubin Handelman when Bud Burkart was elevated to Eastern Region vice president. Roger continued to proudly serve NAPS and the members of the Pioneer Area until the 1998 National Convention in New Orleans, LA.

Attached is a PDF version of NAPS Headquarters’ new membership brochure. The brochure is part of NAPS’ 80/20 membership initiative. NAPS is encouraging each NAPS branch to increase their membership to 80% or higher in 2020. Overall, national NAPS membership is at approximately 72%.
This week NAPS mailed our new membership brochure to over 10,000 eligible non-members. Besides containing excellent information about the benefits of NAPS membership, an 1187 and business reply envelope were enclosed to make becoming a NAPS member easier for current non-members. As an added incentive, new members completing and submitting the NAPS 1187 will receive a $50 Signature Federal Credit Union NAPS Gift Card. Please note that sponsor rewards are not available when the NAPS 1187’s are received through this current 80/20 NAPS membership mailing.

NAPS is sad to report that Mr. Fred Levi, father of Robert (Bob) Levi, NAPS Director of Legislative and Political Affairs, passed away on Monday, Feb. 17th. Fred Levi was a proud career employee of the US Postal Department and the USPS for 30 years. Mr. Levi had a strong connection to NAPS. The late NAPS National President Rubin (Ruby) Handelman was Fred Levi’s first and most beloved postal supervisor.
Bob will be out of the NAPS office, following his father’s funeral on Feb. 19th, to start the traditional Jewish 7-day period of mourning. Condolences may be sent to Robert (Bob) Levi and his family at the following address:

Effective Monday, February 10, 2020, NAPS HQ hired Rebekah Leo as the new Executive Administrative Assistant (EAA) to National President, Brian J. Wagner.
Besides being the EAA to President Wagner, Rebekah is responsible for NAPS’ social media and website updates, managing and coordination of general office duties, membership backup, assisting with LTS, and supporting President Wagner in the coordination of the NAPS national convention, just to name a few.
Prior to coming to NAPS, Rebekah was office manager and executive assistant to three lawyers in a small Washington, DC law office. Ms. Leo comes highly recommended from RP Staffing with very impressive resume, skill set, and experiences, including a Bachelor’s degree in Political Science and Master’s in International Politics and Human Rights.
Rebekah is versed in Quick Books, corporate tax filing, conversationally fluent in French and Spanish and considers herself a “Jill of all Trades”.
Ms. Leo brings a positive attitude and excellent personality to the NAPS HQ team. She is very excited to be working for a non-profit association like NAPS. Please welcome Rebekah Leo to NAPS HQ and to our NAPS family.

Per Article VII, Elections, Section 3 of the NAPS National Constitution & Bylaws, National President Brian J. Wagner has appointed Lisa Douglas, Hartford, CT Branch 5 President and past 2018 NAPS National Convention Host Branch Committee Chairperson, as the interim NAPS New England Area Vice President. The NAPS Executive Board concurred the appointment of Lisa Douglas. Lisa has accepted the appointment, which is effective immediately.
Lisa Douglas will serve as the interim New England Area Vice President until the next election at the 2020 NAPS National Convention this August. Lisa replaces former New England Area Vice President, Cy Dumas, who voluntarily resigned his position on January 31, 2020. Please welcome Lisa Douglas to the NAPS Executive Board.

Due to personal life commitments, on January 31, 2020, Cy Dumas, NAPS New England Area Vice President, voluntarily resigned his position from the NAPS Executive Board and his membership in NAPS as an Associate member. NAPS National President Brian J. Wagner accepted Cy Dumas’ executive board member and associate membership resignation, effective January 31, 2020.
Per Article VII, Elections, Section 3 of NAPS’ Constitution & Bylaws, President Wagner will begin the process to replace Cy Dumas as the New England Area Vice President for the remainder of his 2018-2020 NAPS term. NAPS wishes Cy all the best.
