NAPS Headquarters
Executive Board,
Due to the impacts of COVID-19 on travel, postal staffing shortages and state quarantine guidelines, etc., some members were unable to take vacation this year. As a result, this created a situation where numerous EAS could possibly lose earned annual leave by the end of the USPS 2020 leave year. Therefore, at the August 2020 USPS/NAPS consultative meeting, NAPS requested the USPS increase the maximum annual leave carryover and annual leave exchange amounts.
USPS notified NAPS that our request was a pay talk issue and would be reviewed separately from the monthly consultative. Per NAPS’s request, the USPS agreed to modify ELM 512.321, Maximum Carryover Amounts with an alternate decision to NAPS’s request. The attached September 3, 2020 correspondence provides details regarding the USPS’s decision to modify its annual leave and leave exchange policy.
In brief, for Leave Year 2020, the USPS increased the maximum carryover by 80 hours. For Leave Year 2021, the maximum annual leave exchange (ALE) amount was increased by 40 hours. NAPS appreciates the Postal Service decision to modify this policy to protect EAS well-earned annual leave during this pandemic. NAPS does encourage active members to take their annual leave for rest, for recreation and for personal purposes. This memo and attachment will be posted on the Bulletin Board of NAPS’s website, naps.org. Please share with your membership.

Board Memo 052-2020: USPS HQ Announces New Business Plan
August 7, 2020
Board Memo 052-2020: USPS HQ Announces New Business Plan
Executive Board,
Today, August 7, 2020, the Postal Service notified NAPS Headquarters that a new USPS business plan has been approved by the USPS Board of Governors (BOG). The first part of the new plan involves a realignment of the USPS area organizational structure to focus on three business lines, involving retail and delivery, logistics and processing and commerce. As reported in USPS announcements (attached), “ … [T]hese organizational changes do not initiate a reduction-in-force, and there are no immediate employee impacts.” Also attached is the new USPS organizational chart.
Over the past several weeks, NAPS Headquarters has closely monitored changes in Postal Service operational approaches and surrounding developments. At our last USPS-NAPS consultative session on July 27, 2020, USPS noted that these operational changes were not subject to USPS-NAPS consultation because they fell within the scope of existing policies and rules, even if outside the norm of past practice. That perspective may not necessarily apply to future practices, as NAPS receives additional information from USPS on the business plan and realignment consequences. NAPS intends to fully exercise all available consultation rights on all appropriate matters.
We will continue to keep our membership fully advised on these developments and to make available our resources and assistance to our members. For example, in the deployment of cost-cutting strategies, where EAS employees become subject to debt determination letters for the cost of extra trips or unauthorized overtime, the services of the NAPS Disciplinary Defense Fund (DDF) will be available for members subject to false charges of extra trip or overtime fees. Similarly, the DDF will remain available to represent members subject to disciplinary charges for following proper instructions leading to the delay of mail, missed deliveries, or other grounds.
As the USPS implements the new business plan, it is important that members follow all proper instructions, verbal or written. When NAPS members receive verbal instructions outside postal policies or guidelines, they should follow-up with an email to their manager or higher-level leadership to request clarification. Furthermore, if a member is unsure of an order, be sure to review ELM 665.15 Obedience to Orders, which states; If an employee has reason to question the propriety of a supervisor's order, the individual must nevertheless carry out the order and may immediately file a protest in writing to the official in charge of the installation or may appeal through official channels.
NAPS is committed to the success of the Postal Service. We are also committed to our members’ success and protecting their livelihoods and rights in the workplace. To that end, NAPS will consult in good faith with the USPS and provide postal leadership with input to achieve success for both parties.
As more information becomes available on the USPS business plan and its impact, NAPS will provide timely and relevant updates. Please share this memo with your membership.
Thank you and stay safe.

Board Memo 044-2020: USPS 120-Day Rule /Union MOUs Temporarily
Extended Due to COVID-19
Executive Board,
Because of the current COVID-19 climate, the USPS has extended the 120-Day

expressed that all vacant EAS positions be filled to avoid any future extension of
this policy.

Board Memo 042-2020: NAPS’ Ask Please Wear A Mask!
Board Memo 042-2020: NAPS’ Ask – Please Wear A Mask!
Executive Board,
The National Association of Postal Supervisors (NAPS) is committed to the safety and health of its members, their families and all postal employees, not only during a pandemic, but at all times. Currently, the news and medical experts are reporting an increase in COVID-19 cases and hospitalizations across many states, including Florida, Texas and California, just to name a few. Unfortunately, the COVID-19 pandemic is not going away anytime soon. We ask members not to underestimate the affects this pandemic can have on their health or the health of their families and with whom they work.
The attached Postal Service face covering guidelines is a reminder to all postal employees to continue to practice social distancing and to wear face coverings to protect themselves during the coronavirus pandemic. NAPS supports these USPS guidelines as they are intended to protect the health and safety of all. NAPS Headquarters is asking all EAS to comply with the USPS face mask policy when on the clock. We want to avoid non-compliance issues of our members that may result in corrective action! But, just as important, we want to avoid any NAPS member, EAS or other postal employee contracting COVID-19, resulting in a serious health issue that cannot be corrected.
NAPS cannot overemphasize the importance for all members, active and associate, to wear face masks/coverings while at work or in the public. NAPS highly encourages not just members, but all EAS, to lead by example and wear face masks/coverings and practice social distancing in the workplace or in public places while on the clock. We further ask that you continue to lead by example, when off the clock, by practicing the same social distancing and face covering protocols.
Again, the COVID-19 virus is still spreading and the daily reporting of new confirmed cases and the analysis tracing indicates that positive tested employees admitted they were not wearing face coverings! Additionally, along with face coverings, the best defense against the spread of coronavirus and other illnesses is to regularly wash your hands for at least 20 seconds. Always cover your mouth when sneezing or coughing by using a tissue or your elbow.
NAPS is very proud of postal employees, especially all active EAS and retired NAPS members for their dedication, commitment and hard work during these very challenging and difficult times to deliver America’s mail or support those who do. Please share this board memo and its attachments with your membership. This memo will also be posted on the NAPS website.
Thank you in advance for your attention and support in this matter. Be and stay safe!

Board Memo 023-2020: 2020 National Convention Resolutions
Board Memo 023-2020: 2020 National Convention Resolutions (4/16/20)
NAPS Headquarters understands that the majority of national convention resolutions are supported and passed at NAPS state conventions. Due to the COVID-19 (coronavirus) pandemic, many scheduled Spring and Summer NAPS state conventions have been cancelled. NAPS thanks those state branches and their respective NAPS national regional and area vice presidents for their action to protect NAPS members and their families against the spread of COVID-19. These convention cancellations may impact how NAPS state approved resolutions may be submitted for the 2020 National Convention.
Though a NAPS state convention may have been cancelled that does not prohibit a NAPS state or local branch, including state executive boards, from submitting national convention resolutions by the July 7th deadline. There is no NAPS National Constitution & Bylaws requirement that requires a resolution be first approved at a NAPS state convention prior to submission to NAPS headquarters for publication in the national convention One Book. In previous national conventions, local branches have sent in national convention resolutions on their own.
NAPS headquarters continues to monitor the COVID-19 pandemic and its possible impact on our upcoming national convention. If a change in our convention is necessary NAPS HQ will advise members as soon as reasonably possible. However, at this time, national convention resolutions are due to NAPS Headquarters by July 7th for publication in the convention One Book. Any resolution received after the July 7th deadline will not be accepted for publication in the One Book. Therefore, the respective branch must submit 1,500 copies of their resolution to the NAPS Executive Vice President at the national convention before the resolution deadline outlined in the approved national convention rules.
Please share this information with your members. This board memo will also be posted on the NAPS website, www.naps.org. Thank you and be safe.

Board Memo 018-2020: NAPS DDF Provider Update on Status of MSPB and DCA Cases (3/23/20)
Executive Board,
The Resident Officers received the update below from our NAPS Disciplinary Defense Provider, Al Lum of LRAG, LLC.
Hope that you are doing well. An update on processing Merit System Protection Board (MSPB) appeals and Debt Collection Act (DCA) petitions. Both MSPB and Judicial Offices are closed. Judges and staff are working remotely. Cases will continue to be filed with MSPB and the Judicial Office (electronically). However, cases are proceeding at a slower pace. For example, parties are requesting extensions for filings and hearings are being postponed. The forums are reviewing alternatives for in person hearings - Voom (video/teleconferencing). Judges are granting most, if not all requests. Note, LRAG has not received or seen anything in writing waiving deadlines for filing appeal/petitions.
I will continue to pick-up my mail, don't delay in sending any actions for appeal. If you have any questions or concerns, please let me know.
Stay well, be safe,

Our NAPS legislative team was instrumental in their grassroots efforts to help get
H.R. 6085 introduced. This bill requires the timely start of the consultation process
between postal supervisor organizations and the Postal Service over USPSproposed
changes in pay and benefits for postal supervisors and mid-level employees.
The newsbreak will also be posted on NAPS’ website and Facebook page, too.
Please share this email with your members and encourage them to contact their
House member to request their co-sponsorship of H.R. 6085.
Thank you.

Board Memo 013-2020 NAPS Lawsuit Status as of March 3, 2020
Board Memo 013-2020: NAPS Lawsuit Status as of March 3, 2020 (3/3/2020)
Executive Board,
The National Association of Postal Supervisors (NAPS) continues to await DC District Court Judge
Royce Lamberth’s ruling on USPS’ motion to dismiss NAPS’ lawsuit. NAPS and USPS have filed all pleadings regarding the motion and now await the court’s ruling. If the judge denies USPS’ motion
to dismiss, the case will then proceed to discovery, and then to trial.
We hope to receive a ruling on the USPS motion to dismiss later this spring, though the precise
timing is difficult to predict. Our lawsuit is a civil case and is one of thousands of civil cases
before the DC District Court. Under law, federal courts must give priority to the handling of
criminal cases over civil cases. We will be notified through our counsel as soon as a ruling in
our case has been issued, and we will continue to keep you advised of developments as they occur.
Thank you.

Board Memo 043-19 – UPMA’s Reply to Oppose NAPS Representing Postmasters
Executive Board,
This past week, United Postmasters and Managers of America (UPMA) filed the attached pleading in NAPS’s pay lawsuit against the Postal Service. UPMA intervened in NAPS’s lawsuit solely to ask the Court to deny NAPS’s right to represent postmasters.
UPMA appears to be content with only representing postmasters in pay. It will take membership dues of non-postmaster EAS to fund membership benefits for only postmasters—with no intent to improve the pay of all EAS supervisory and non-supervisory employees.
Please share UPMA’s court pleading and this Board Memo message with your membership. This document will be posted under the Bulletin Board section of the NAPS website (www.naps.org) and the Forms and Documents section, too.

Executive Board,
There is a USPS initiative to again reduce redundant emails, reports, telecoms & meetings. NAPS was contacted via email from the USPS COO about this initiative, who is requesting NAPS participation.
The COO asked USPS leadership to seek members of NAPS at the District level to serve on teams to help eliminate redundant and low value emails, reports, telecoms, and meetings. The initiative is to take 4-weeks. This initiative is already starting in some Districts. In addition, some local NAPS leaders have already been contacted by USPS District leadership asking for participation. Further, USPS is requesting NAPS members complete the survey related to initiative. NAPS encourages members to complete this specific survey. NAPS wants to ensure the USPS can collect accurate data to assess the amount of USPS redundancy EAS must handle on a regular basis.

Board_Memo_011-19_USPS_HQ_Notifies_NAPS_of_Active_Shooter_Incident.pdf
Executive Board,
Postal Service headquarters notified NAPS, via phone calls and emails, of an active shooter incident that occurred on Thursday, April 25 at approximately 1:36 p.m., in the parking lot of the HRSSC postal facility in Greensboro, NC. NAPS has been notified that the alleged shooter has been apprehended.
According to USPS HQ, the postal facility was locked down per active shooter protocol. The lockdown has been lifted and employees were able to leave the HRSSC center. EAP services are headed to this facility to be onsite for employees and will assess the duration they need to be physically present. EAP services are always available by phone 24-hours a day.
The alleged shooter is the husband of a postal employee and this incident is being classified as a domestic matter. It was reported the shooter discharged his gun several times in the parking lot of HRSSC. One of the bullets ricocheted off an object and struck a postal employee. That employee was transported to the hospital for treatment and the wound is superficial. The name of the injured employee was not provided.
The National Association of Postal Supervisors (NAPS) condemn any and all acts of domestic and workplace violence against postal employees, their family members, and the Postal Service. NAPS is thankful that there were no other injuries. We are grateful to first responders and local law enforcement officials for their quick action to protect the local community and postal employees with the apprehension of the alleged shooter.
Please share this information with your members.
Thank you.

Board_Memo_010-19_–_USPS_HQ’s_Manager_Meet_and_Greet_Mandate.pdf
Executive Board,
NAPS HQ was informed by members in the field that Postal Service headquarters mandated a Manager Meet and Greet to be completed by May 15. NAPS contacted USPS HQ regarding this mandate issue.
According to USPS HQ, the Meet and Greet is applicable to Level 22 and above offices identified as vital few. A vital few list is being compiled and will be provided to the USPS Area offices this week. Along with the vital few list, USPS HQ included a message to Area leadership providing clarification on this mandate. That message includes the following:
“Please keep in mind the objective is for the PM/Station Manager to spend as much time as needed to identify root causes to improve DUT. It is at the local discretion as to how many and what days are needed to achieve results."
This Manager Meet and Greet mandate appears to have originated from the USPS HQ’s Acting/Manager, Retail & Customer Service Operations, which included the following instructions:
o Work is prioritized to leverage the earliest possible DUT
o Schedules are aligned with mail arrival and workload
o Supervisors provide daily productivity expectations
o Pre-tour overtime is necessary (if used)
o Distribution and parcel setups are efficient
o Mail is not double handled
o Clerks do not congregate under a single PASS machine in parcel operations
o Bundled and presort mail is spread to carrier cases in one trip
o Clerks properly swipe to the correct operation
o Mail is accurately measured with a ruler for daily CSAW input
This list is not all inclusive, the goal is to improve DUT, F4 efficiencies, and reduce unnecessary overtime. Please be prepared to provide a summary of findings and report out on improvements within your Areas. Thanks!
NAPS has not received a briefing on this national Meet and Greet mandate by USPS HQ. Please share this information with your members.
Thank you.

Board Memo 009-19 Another Factfinding Extension Until April 30th
Executive Board,
NAPS was notified on April 11th that the Factfinding Panel has requested another extension from the USPS and NAPS. The panel was to provide its final recommendation report to the USPS on April 12th. However, the panel is requesting another extension until April 30th to present their written report to the Postal Service.
The Factfinding panel stated in their latest extension request that it will keep in mind the Parties’ interest in earlier receipt of the Report. NAPS agreed to this extension. However, NAPS has firmly stated to the panel that it will not approve any further extensions after April 30th as NAPS members have been more than patient in waiting for a final resolution to the USPS FY2016-2019 EAS pay package.
Please share this Board Memo with your members. It will also be posted on the NAPS website Bulletin Board.
Thank you.
