NAPS Congressional Scorecard

Through the teamwork of NAPS’ professional staff, Resident Officers, Executive Board and expansive legislative activist network, the nation’s premier association representing postal supervisors, managers and postmasters, educates and lobbies elected and appointed postal policy-makers on issues and legislation crucial to NAPS and the U.S. Postal Service.  Through these efforts, the Department builds and strengthens relationships with members of Congress, White House staff and members of the Postal Regulatory Commission. The Legislative and Political Engagement webpages equip NAPS members with the tools necessary to be effective and consequential advocates for NAPS and the Postal Service.

NAPS Legislative Representative Guide

The guide is formatted as a 4-page pamphlet, which is intended for printing.

Effective Promotion of Postal Supervisor, Manager and Postmaster Priorities

NAPS effectively represents the approximately 47,000 postal supervisors, managers and postmasters, plus individuals who have retired from these positions before Congress, the U.S. Courts, the Postal Regulatory Commission and the White House. Sharing pertinent congressional, executive branch, and regulatory information empowers NAPS members to be successful citizen lobbyists.

NAPS Legislative Priorities

NAPS’ legislative priorities encompass issues and bills to enhance EAS postal employee level compensation and benefits, ensure managerial due process rights, protect the safety of postal personnel and the mail, and defend postal retiree benefits.

Oversight of Postal Operations and Finance

The execution of two overlapping, yet separate, initiatives are taking place – the implementation of the Postal Reform Act (Public Law 117-108) and the implementation of the Postal Service’s Delivering for America Plan. Both of the initiatives require congressional and regulatory oversight to ensure that their implementation is consistent with the law, realistic customer expectations, and does not have any harmful unintended consequences.
